Liberia: Boakai Issues Decree to Resolve Nimba Land Crisis

The Executive Order creates a neutral mechanism to ensure peaceful and lawful resolution of the decades long conflict, which has undermined security and development in the region. The Committee is tasked with enforcing prior presidential decisions, implementing recommendations from the 2010 Nimba County Presidential Committee Report, and adhering to rulings of the ECOWAS Community Court of Justice.

President Boakai said the move followed extensive consultations with disputing parties and stakeholders, stressing that transparency and inclusivity are central to the process. “This initiative is about lasting peace and stability in Nimba County,” he noted.

The Committee will be chaired by the Minister of Justice and Attorney General, with the Liberia Land Authority serving as Cochair. Other members include representatives of the Liberia National Police, Ministry of Public Works, the Superintendent of Nimba County, the Nimba Council of Elders, and civil society leaders.

Its mandate covers legal reviews, verification of land tenure documents, cadastral surveys, geospatial mapping, stakeholder engagement, and peaceful enforcement measures. The Committee will operate for an initial 60 days, renewable upon presidential approval. All ministries, agencies, and local authorities have been directed to cooperate fully.

The Office of the Minister of State Without Portfolio will serve as Secretariat, providing administrative and logistical support and transmitting reports to the President.

President Boakai underscored his administration’s commitment to strengthening the rule of law, promoting peaceful conflict resolution, and ensuring equitable land governance. He urged residents of Ganta and surrounding communities to support the Committee’s work as the Government pursues a sustainable settlement to the dispute.
