Executive Director Anthony Sengbe noted that this shift from optical mark recognition to biometric registration marked a milestone for Liberia’s electoral infrastructure.
Implemented with the support of Laxton Group, Neurotechnology, and 3D Technology, the 2023 system enabled the registration of nearly 2.5 million voters across 2,080 centers, using Neurotechnology’s MegaMatcher for multimodal biometric verification and Laxton Group’s hardware for fingerprint capture.
For 2029, the NEC intends to enhance the biometric system by adding devices for Election Day verification, transitioning from manual identity checks. This move is part of a larger strategic plan that includes redistricting electoral boundaries, introducing remote candidate registration, and creating accreditation portals for election observers, party agents, and media representatives, following ECOWAS standards.
In addition to these technological upgrades, the NEC will continue its involvement in international initiatives, including the BRIDGE training program, to strengthen its operational capabilities.
Sengbe also proposed establishing an Electoral Fund to secure resources for future elections, aiming to ensure sustainable financing and reduce financial strain in election years.
