Liberia’s Council of Europe Membership Will Benefit Youth

As of 1 March 2025, Liberia becomes an associate member of the Enlarged Partial Agreement of the North-South Centre of the Council of Europe. This milestone strengthens African representation within the Centre, which already includes Algeria, Morocco, Tunisia, and Cabo Verde as member States.

Liberia’s integration aligns with the North-South Centre’s mid-term strategy 2024-2027, directly contributing to the Reykjavík Declaration’s goal of enhancing the external dimension of the Council of Europe. By joining, Liberia broadens the NSC’s cooperation with other African countries guided by three key pillars:

  • Youth Engagement– Engaging Africa’s youth to bring them closer to universal values and standards of human rights, rule of law, and democracy, focusing on those where the Council of Europe brings an added value.
  • Enhanced Political Dialogue– Strengthening interregional dialogue to promote mutual understanding and enhance cooperation on global threats and issues of shared concern.
  • Partnerships Development– Building institutional relationships with African regional, subregional, and national bodies to advance human rights, democracy, and rule of law.

The Associate Member status, introduced in 2023, allows countries to participate in the Centre’s work over two years, providing a pathway to full membership.
