Liberia: LRA Envisions New Era for African Tax Reform, Strengthened Regional Cooperation

The Commissioner General of the Liberia Revenue Authority (LRA), James Dorbor Jallah, has announced the institution’s vision for a renewed chapter in African tax reform, marked by stronger intercontinental cooperation and enhanced domestic resource mobilization.

Speaking recently in Monrovia following the appointment of Ms. Mary Baine as the new Executive Secretary of the African Tax Administration Forum (ATAF), Commissioner Jallah emphasized the importance of her leadership in shaping the future of tax systems across Africa. Ms. Baine will officially assume her new role on July 1, 2025.

In a press statement, Commissioner Jallah congratulated Ms. Baine, highlighting her extensive experience in tax administration and her dedication to building comprehensive, resilient tax systems across the continent.

“Ms. Baine’s appointment is well-deserved and marks a significant milestone for ATAF and the African tax community,” he said. “Her proven leadership in tax administration and international cooperation uniquely positions her to guide ATAF into a new era of efficiency and sustainable development.”

Ms. Baine previously served as Commissioner General of the Rwanda Revenue Authority, where she held key positions in strategic planning, international engagement, and multilateral tax initiatives. Commissioner Jallah expressed confidence that her appointment would further strengthen ATAF’s role in shaping policy and supporting tax reforms throughout Africa.

The LRA also paid tribute to outgoing ATAF Executive Secretary Mr. Logan Wort for his 15 years of impactful leadership. During his tenure, ATAF evolved into a respected and influential institution, playing a central role in tax policy development, capacity building, and fostering international collaboration.

“We are grateful for Mr. Wort’s steadfast dedication and inclusive leadership, which have significantly amplified Africa’s voice in global tax discussions,” said Commissioner Jallah.

Reaffirming its commitment to regional tax cooperation, the LRA pledged to work closely with ATAF under Ms. Baine’s leadership to strengthen Liberia’s tax administration, improve revenue mobilization, and contribute to sustainable national development.
