The Government of Liberia through its Trade and Investment Office has signed a Memorandum of Understanding on human resource Development with Philadelphia-based partners, including the Laborers’ International Union of North America (LIUNA) and the Philadelphia Laborers’ District Council.
This strategic partnership aims to develop a Capacity Building Training Program designed to enhance skills across key sectors in Liberia, such as construction and agriculture, while fostering long-term economic development.
The MOU establishes a Strategic Design Team responsible for creating a comprehensive training program that addresses Liberia’s urgent workforce needs in line with the nation’s ARREST agenda—a transformative national development strategy aimed at bolstering economic growth, alleviating poverty, and ensuring social stability.
Key objectives of the MOU include:
– Designing and implementing vocational training programs aligned with Liberia’s economic goals.
– Strengthening U.S.-Liberia ties through collaborative projects for sustainable development.
– Equipping Liberians with essential skills to improve job market opportunities and overall productivity.
Liberia’s economy faces significant development challenges, and the MOU outlines initiatives that specifically target vocational training expansion, agricultural advancement, and road development.
By improving skills in these areas, the partnership aims to combat unemployment and stimulate inclusive economic growth.
Activities outlined under the MOU include conducting research on labor market needs, facilitating stakeholder engagement, organizing site visits for hands-on assessments, and developing training curricula and materials. Monitoring and evaluation mechanisms will also be established to ensure the program’s effectiveness.
The financial responsibilities for the initiative will be shared among various parties, with the Government of Liberia covering travel costs for participants attending training programs in the U.S.
The collaboration is expected to generate additional resources through partnerships with international donors and private sector stakeholders.
After completing the training, participants will return to Liberia, ready to impart their newly acquired skills and contribute to the country’s development, thereby enhancing the local workforce and fostering economic diversification.
