Liberia: LRA Chief Attends Continental Tax Meetings in Algeria

The ATAF Annual Meetings convene heads of tax administrations, finance ministers, senior technical experts, development partners, and policymakers from across the continent. The gathering offers a unique platform for African tax leaders to share experiences, address emerging challenges, and explore innovative ways to build equitable, efficient, and technology-driven tax systems.

Held from November 3–7, the 2025 meetings focus on the theme “Embracing Efficient and Targeted Approaches to Equitable Tax Systems.” The theme reflects the growing demand for smarter, data-driven, and collaborative approaches to domestic revenue mobilization—an agenda fully aligned with the LRA’s ongoing modernization efforts, including digitization, strengthened compliance frameworks, and improved taxpayer services.

Commissioner-General Jallah encouraged the LRA delegation to approach the meetings with focus, purpose, and clear strategic intent. He emphasized the importance of building strong partnerships, deepening cooperation with other African tax administrations, and identifying opportunities that can accelerate Liberia’s tax reform agenda.

Members of the CG’s delegation include Domestic Tax Commissioner Margaret Pinky Krote, Assistant Commissioner for Medium Tax Sebastian A. Weah, and Strategic Partnership Officer & ATAF Country Correspondent Yankoi F. Miller.

CG Jallah urged his team to “position Liberia at the center of the continental tax conversation. This is not just an event to attend — it is a platform to network, learn, and secure the kind of support that can accelerate our transformation.”

His comments reflect the LRA’s commitment to leveraging regional and international collaboration as a key tool for institutional growth and capacity-building. This year’s participation builds on the momentum from the 2024 ATAF Annual Meetings in Kigali, Rwanda, where Commissioner-General Jallah engaged the leadership of the Rwanda Revenue Authority (RRA).

That engagement paved the way for a successful LRA study visit to Rwanda earlier this year, giving Liberian tax experts firsthand exposure to advanced digital tax solutions, including electronic filing and payment systems, digital compliance monitoring tools, and modern taxpayer service approaches.

Lessons from that visit continue to inform the LRA’s reforms aimed at strengthening transparency, efficiency, and voluntary compliance within Liberia’s tax ecosystem.

The CG and his delegation have meanwhile planned several side discussions with peer institutions to explore strategic partnerships that could yield mutual benefits for Liberia and its counterparts.

Through participation in technical sessions, bilateral meetings, and peer exchanges, the LRA aims to enhance institutional capacity, deepen cooperation, and contribute meaningfully to Africa’s broader tax reform agenda.

As the delegation engages in this important continental dialogue, the LRA remains committed to building a world-class, technology-enabled tax administration that supports national development and delivers fair, transparent, and sustainable domestic revenue for the people of Liberia.
