The approvals came during the Board’s second quarterly meeting on July 21, 2026, at LiMA headquarters in Congo Town, where directors received detailed presentations from the Departments of Finance and Information Technology. Three landmark initiatives were tabled: the IT Policy, the internally developed Document Management System (DMS), and the Domestic Revenue Mobilization Strategy.

After extensive deliberations, the Board gave unanimous approval, hailing the instruments as cornerstones of operational efficiency, accountability, and service excellence in Liberia’s maritime sector.

IT Policy: Establishes a clear roadmap for LiMA’s digital transformation, setting standards for interoperability, governance, and institutional modernization.

Document Management System (DMS): A homegrown innovation to replace paper-heavy processes, streamline workflows, and enhance access to institutional records.

Domestic Revenue Mobilization Strategy: A framework to strengthen compliance, expand domestic revenue collection, and ensure long-term financial sustainability while reducing reliance on external sources.

Despite the sweeping approvals, the Board issued a strong directive: management must conduct a comprehensive review of cybersecurity architecture embedded within the IT Policy and DMS. This move underscores the Board’s recognition that digital innovation must be matched by robust safeguards against evolving cyber threats.

Board Chairman Tornorlah S. Varpilah emphasized that technology without security is a liability.

“Technology is only as effective as the security measures that protect it. Our decision to strengthen the cybersecurity framework reflects our commitment to safeguarding information assets, protecting stakeholder data, and ensuring the integrity of LiMA’s digital systems,” he declared.

Chairman Varpilah described the approvals as a milestone in institutional development, noting that the reforms will position LiMA to respond effectively to the demands of the global maritime industry. He stressed that the Board remains committed to modern governance practices that improve transparency, accountability, and service delivery.

The Board reaffirmed its support for the Commissioner’s vision of transforming LiMA into a world-class maritime administration, aligned with international best practices.
