The Liberia Maritime Authority (LiMA) has launched a process to establish new legal and regulatory safeguards aimed at governing the expansion of the country’s maritime sector as Liberia seeks to attract investment, stimulate industrial growth, and create employment opportunities.
The initiative, spearheaded by LiMA’s Legal Services and Marine Environmental Protection Departments, is designed to ensure that the growth of emerging maritime activities such as shipbuilding, sand mining, and other subsectors is guided by robust legal frameworks that promote sustainable development while safeguarding marine ecosystems.
As part of the effort, LiMA has constituted a special committee comprising legal experts and environmental professionals tasked with drafting the regulatory instruments needed to govern activities within the country’s evolving maritime domain.
The move comes at a time when Liberia is positioning itself to maximize the economic potential of its vast maritime resources. Authorities say the goal is to encourage investment and expand employment opportunities for Liberians without compromising environmental sustainability.
Speaking on the initiative, LiMA Commissioner and Chief Executive Officer, Cllr. Neto Zarzar Lighe Sr. emphasized the importance of balancing economic growth with environmental responsibility.
“As we expand Liberia’s maritime sector and open the door to new investments and employment opportunities, we must also ensure that this growth is properly regulated,” Cllr. Lighe said. “Our responsibility is to put the necessary legal safeguards in place today so that the opportunities we create do not become environmental or economic challenges tomorrow. Sustainable maritime development must be guided by strong laws, clear standards, and responsible practices.”
According to the Maritime Authority, the proposed regulations will provide a legal foundation for managing emerging maritime industries while establishing standards that promote responsible business practices and environmental protection.
Director of Legal Services, Atty. Augustus S. Karr, disclosed that the special committee was established under the directive of the Commissioner and CEO to develop comprehensive regulatory frameworks capable of addressing potential risks associated with new maritime activities.
He noted that the committee’s work will focus on creating clear legal requirements for operators while introducing safeguards to protect Liberia’s marine environment from activities that could result in ecological degradation.
“The development of these instruments is essential as Liberia explores new opportunities across the maritime sector,” Atty. Karr said. “We want to ensure that growth in these emerging industries is guided by clear regulations that protect national interests and preserve our marine resources.”
Atty. Karr further stressed that the drafting process will be inclusive and participatory, with stakeholders expected to play a central role in shaping the final regulatory frameworks.
Following completion of the draft instruments, LiMA plans to convene a consultative workshop bringing together government agencies, industry actors, environmental experts, and other stakeholders. The gathering will provide an opportunity to review the proposed regulations, solicit technical input, and build consensus around the frameworks before they are finalized.
The feedback generated from the consultations will inform further reviews by the Commissioner and relevant institutional heads before the draft regulations are submitted to the LiMA Board of Directors for consideration and approval.
Officials say the initiative forms part of a broader strategy to strengthen Liberia’s maritime governance architecture and ensure that maritime resources contribute meaningfully to national development.
By establishing regulatory safeguards ahead of anticipated sector expansion, LiMA aims to create a predictable legal environment that supports economic growth, promotes investor confidence, protects marine ecosystems, and expands sustainable employment opportunities for Liberians.
The initiative also underscores the Authority’s commitment to pursuing a balanced approach to maritime development, one that recognizes the sector’s growing economic importance while ensuring that environmental stewardship remains a central pillar of Liberia’s maritime future.
The announcement was made during an opening ceremony attended by senior representatives of key government institutions, including the Solicitor General, the Chairman of the Asset Recovery and Property Retrieval Taskforce, the Commissioner General of the Liberia Revenue Authority, and the Officer-in-Charge of the Financial Intelligence Agency, among other officials.
