The Banking Institute of Liberia (BIL) has welcomed Assistant Minister for Budget at the Ministry of Finance and Development Planning (MFDP), Sarah McGill Mulbah, as a guest lecturer under its Professional Lecture Series, reinforcing efforts to strengthen professional development within Liberia’s financial sector.
Addressing participants in the Public Accounting and Finance Session, Mulbah shared extensive expertise in public financial management, budget policy, development planning, accounting, and finance. Her presentation provided participants with practical insights drawn from years of experience in government budgeting and fiscal administration.
Mulbah holds a Bachelor of Business Administration in Accounting from the African Methodist Episcopal University and a Master of Business Administration in Banking and Finance from the University of Liberia. She has also undertaken specialized training in medium-term expenditure framework budgeting, results-based management, monitoring and evaluation, leadership, and gender-responsive budgeting.
As Assistant Minister for Budget, she oversees the coordination of budget submissions from government spending entities, reviews requests to ensure compliance with approved spending ceilings, and promotes stronger budgetary controls. She also plays a key role in advancing reforms aimed at improving efficiency, accountability, and transparency in public expenditure management.
Beyond her national responsibilities, Mulbah has represented the Ministry of Finance and Development Planning at engagements with major international institutions, including the World Bank, International Monetary Fund, African Development Bank, UN Women, the European Union, and the Swedish International Development Agency.
The Banking Institute of Liberia said the engagement highlights the value of linking professional expertise, public-sector experience, and continuous learning. The initiative is expected to enhance the capacity of accounting and finance professionals while contributing to the growth and development of Liberia’s banking and public financial management sectors.
