The Independent National Commission on Human Rights of Liberia is raising serious concerns over the slow progress in the establishment of the War and Economic Crimes Court t, citing inadequate funding and logistical support to the Secretaria as significant impediments to the process.
The INCHR has indicated that, by this time, the Secretariat should have received sufficient resources to engage the Liberian public on the modalities necessary for the War and Economic Crimes Court.
However, reports indicate that the Secretariat has not been afforded the financial backing it requires to initiate critical discussions and planning.
In May 2024, President Joseph Boakai took a historic step by issuing Executive Order 131, which established the Secretariat with the aim of combating impunity for war and economic crimes and fostering national reconciliation and sustainable peace.
This initiative was widely hailed as a courageous effort to bring justice and accountability for atrocities committed during Liberia’s turbulent past, aligning with recommendations from the Truth and Reconciliation Commission (TRC) established in 2005.
The INCHR insists that the obligation to prosecute war crimes is a collective duty owed by the government of Liberia to both its citizens and the international community. This duty encompasses the thorough investigation and prosecution of individuals responsible for war and economic crimes.
In a further plea for clarity, the Commission has requested information from the Ministry of Justice and Attorney General regarding reports that security personnel assigned to the Executive Director and the Secretariat’s premises have been withdrawn without explanation.
This withdrawal has raised significant concerns about the safety of the officials and the integrity of the Secretariat’s operations.
The INCHR warns that the current setbacks in establishing the War and Economic Crimes Court detract from the hopes and aspirations of many Liberians seeking justice for loved ones affected by the actions of warlords. They emphasized the urgency of moving forward with the tribunal to promote healing and accountability in the nation.
As detailed in Article 46 of the TRC Act of 2005, the INCHR has the responsibility to ensure the implementation of TRC recommendations, including the establishment of the War and Economic Crimes Court. The Commission remains committed to collaborating with the government and the international community to secure the necessary support for the WECC Secretariat in its fight against impunity.
