Liberia: President Boakai Imposes Travel Ban On Failing Officials

President Joseph Boakai announced a temporary travel ban on ministers and officials of institutions that fail to meet the national performance benchmarks set in the 2024–2025 Performance Management and Compliance System (PMCS) cycle.

During an official recognition ceremony held at the Ellen Johnson-Sirleaf Ministerial Complex in Monrovia President Boakai urged all executive branch institutions to not only meet but exceed the established performance standards.

He said agencies that fall short of these requirements will face increased scrutiny and corrective measures.

“This is a pivotal step toward building a government that delivers measurable results to the Liberian people,” President Boakai said, reinforcing his commitment to transparency and accountability in governance.

The PMCS initiative, which mandates all government ministries and agencies to publish service delivery charters, aims to ensure that public institutions uphold their commitments to the citizens.

At the ceremony, thirteen institutions were recognized for their exemplary performance, with the Liberia Agricultural Commodities Regulatory Authority (LACRA) leading the pack, followed by the Jackson F. Doe Referral Hospital in Nimba County and the Ministry of National Defense. Other honored entities included the Ministry of Foreign Affairs, Liberia Petroleum Refining Company (LPRC), and the Liberia Electricity Regulatory Commission (LERC).

However, several prominent agencies such as the Ministry of Gender, Children and Social Protection, Liberia Water and Sewer Corporation (LWSC), and the Liberia Revenue Authority (LRA) fell short of performance expectations.

President Boakai condemned this non-compliance and announced that these institutions would be placed under a Presidential Performance Improvement Plan (PPIP), which will include targeted support and rigorous performance monitoring.

“I want to stress that public servants must deliver on basic national obligations before they can represent Liberia abroad,” the President stated, justifying the imposition of a travel moratorium for underperforming officials. “This moratorium will only be lifted upon documented evidence of improvement.”

In his address, President Boakai assured Liberians that they have the right to demand results from their government.

“This is your government. You have a right to expect results,” he declared, emphasizing the administration’s commitment to building a culture of accountability that not only meets the expectations of the people but also fosters improvements across the board.

 

The PMCS program aligns with President Boakai’s ARREST Agenda, which focuses on delivering measurable progress in key areas such as agriculture, infrastructure, rule of law, education, sanitation, and tourism. As Liberia embarks on this new journey towards enhanced governance, the eyes of the nation will be on the performance of its officials and the tangible results that follow.
