Liberia: Medicines Watchdog Signs Performance Contract to Boost Public Health Accountability

The Liberia Medicines and Health Products Regulatory Authority has officially signed a Performance Management and Compliance System contract with the Government of Liberia  to enhance accountability.

The ceremony took place recently at the Executive Mansion, marking LMHRA’s formal commitment to align with the national performance framework initiated by President Joseph Boakai.

Representatives from LMHRA, Managing Director Dr. Luke L. Bawo and Deputy Managing Director Dr. Patricia Quaye-Freeman, highlighted the importance of the PMCS initiative, which was launched in October 2024 as part of a broader governance reform strategy aimed at institutionalizing results-based accountability across all public institutions.

The PMCS establishes clear performance benchmarks and outcome indicators that will hold public officials accountable for measurable results, thereby enhancing transparency in governance.

Dr. Bawo, who took the helm of LMHRA in April 2024, described the PMCS contract as both a roadmap for performance and a catalyst for much-needed reforms within the agency.

Key targets outlined in the contract include the enhancement of drug registration protocols, the implementation of improved quality control measures, an intensified crackdown on counterfeit and substandard health products, and the strengthening of institutional efficacy—all aimed at achieving significant results by 2026.

He also underscored ambitious priorities under his leadership, including the automation of registration and assessment processes, capacity building for regulatory staff, the implementation of a national medicines traceability system, and the establishment of a state-of-the-art Quality Control Laboratory that meets international standards.

Echoing Dr. Bawo’s remarks, Deputy Director Quaye-Freeman noted that the PMCS framework allows LMHRA to transition from theoretical planning to concrete, evidence-based action.

This alignment with the PMCS is also seen as a crucial component of Liberia’s broader ARREST Agenda, which promotes Accountability, Responsiveness, Efficiency, Sustainability, and Transparency at all levels of governance.
