The Government of Liberia, through the Ministry of Foreign Affairs, has dispatched a two-member diplomatic delegation to the Republic of Guinea following the circulation of a troubling video purportedly showing members of the Liberia National Police (LNP) assaulting a woman believed to be of Fulani ethnicity.
The incident, allegedly tied to a dispute over power theft, has sparked regional concern and widespread public condemnation, particularly due to its potential cross-border implications and ethnic sensitivities.
The Liberian delegation, led by Ambassador-at-Large Sheikh Al-Moustapha Kouyate and Liberia’s Ambassador to Guinea, Forkpa Gizzie, has since returned from Conakry.
According to the Ministry, the primary objective of the mission was to formally express Liberia’s deep regret over the incident and to reaffirm the country’s strong diplomatic relations with Guinea.
During their visit, the envoys met with Guinea’s Minister of Foreign Affairs, Dr. Morissanda Kouyaté. In that meeting, they conveyed President Joseph Nyuma Boakai’s concern over the situation and assured the Guinean authorities that the matter is being treated as an isolated incident.
The Liberian delegation confirmed that President Boakai has ordered an independent investigation to ensure transparency and accountability.
In a statement, the Government of Liberia reiterated its commitment to the rule of law, the protection of human rights, and the safety of all individuals—particularly foreign nationals—residing within its territory.
Ambassadors Kouyate and Gizzie also emphasized Liberia’s dedication to preserving its long-standing and fraternal relationship with Guinea and to promoting regional stability and cooperation.
In response, Foreign Minister Morissanda Kouyaté acknowledged the gravity of the incident and commended Liberia’s prompt diplomatic engagement. He underscored the importance of ensuring accountability and urged that the findings of the investigation be shared promptly and openly.
Further diplomatic discussions took place on July 24, 2025, between the two foreign ministers, during which both sides reaffirmed their commitment to maintaining strong bilateral ties and agreed to await the official outcome of the ongoing investigation.
The Government of Liberia concluded by reiterating its unwavering dedication to justice, the protection of all persons within its jurisdiction, and the continued strengthening of diplomatic relations with the Republic of Guinea.
