The Liberia Maritime Authority (LiMA) and Shanghai Maritime University (SMU) have signed a landmark Memorandum of Understanding (MOU) to expand technical cooperation, strengthen professional training, and provide scholarship opportunities for Liberian students and maritime professionals.
The signing ceremony, held at SMU’s campus, brought together senior officials from both institutions. LiMA Commissioner and Chief Executive Officer, Cllr. Neto Zarzar Lighe Sr., described the agreement as a major step in Liberia’s efforts to modernize its maritime sector.
“This MOU marks a significant milestone in Liberia’s journey to strengthen and modernize its maritime industry,” Commissioner Lighe said. “It is not merely a document, but a partnership anchored in shared vision, mutual respect, and a commitment to excellence.”
Lighe underscored Liberia’s position as one of the world’s leading maritime nations, citing the reputation of its Registry, adherence to international standards, and tradition of global collaboration. He stressed that as the industry grows more complex and technologically advanced, Liberia must continue investing in innovation, capacity development, and workforce empowerment.
He praised SMU’s global standing in maritime education and research, noting that collaboration with such a distinguished institution reflects Liberia’s determination to build a skilled and internationally connected maritime workforce. Lighe also expressed gratitude to SMU’s leadership and acknowledged the efforts of the LiMA team in making the initiative possible.
Under the agreement, LiMA and SMU will pursue cooperation in key areas of maritime development, including joint research, exchange of expertise, and curriculum design aligned with modern industry standards.
The partnership will also provide Liberian surveyors, inspectors, administrators, and cadets access to advanced training programs at SMU, equipping them with the competencies needed to strengthen national maritime governance and align with global best practices.
The MOU further establishes scholarship opportunities for Liberian students to pursue advanced studies at SMU. Lighe emphasized that graduates will return not only with academic credentials but with the skills, confidence, and international exposure required to drive Liberia’s next phase of maritime growth.
The collaboration reinforces ties between Liberia and China, particularly in education, technology, and maritime development. Both institutions expressed optimism that the partnership will deepen mutual understanding and contribute to long-term maritime excellence.
