Liberia: STAND Sees Fraud in ‘Yellow Machines’ Purchase

Reports that these acquisitions may have bypassed Liberia’s procurement and regulatory frameworks are deeply alarming, the group said Sunday.

The Public Procurement and Concession Commission issued ‘No Objection’ for the acquisition of the equipment but perception regarding the lack of trans piracy still lingers.

STAND issues a stern warning to the Joseph Boakai-led government saying any acquisition and deployment of these machines must fully comply with Liberia’s procurement laws, constitutional requirements, and established best practices.

“If these purchases were executed without transparency, competitive bidding, or legislative approval, the process is illegal, ultra vires, and exposes responsible officials to personal and legal liability.

“What should have been a transformative investment in Liberia’s roads risks becoming a vehicle for abuse, corruption, and public distrust.”

STAND argues, the secrecy surrounding pricing, financing arrangements, operators, and maintenance plans reveals a system designed to conceal wrongdoing rather than deliver sustainable infrastructure.

“This is not planning; it is a calculated effort to shield questionable dealings from public scrutiny,” STAND Chairman Mulbah Morlu said.

“Infrastructure cannot be legitimized through photo opportunities, staged events, or empty promises while the rule of law is ignored.

“Until full transparency, lawful authorization, and accountable oversight are restored, these “yellow machines” will not symbolize development—they will stand as the embodiment of a “Yellow Fraud” and a betrayal of governance, the law, and public trust.”
