The Government of Liberia and the African Development Bank Group have launched two major governance and institutional reform projects to strengthen domestic revenue mobilization and enhance public sector transparency.
The launch marked the formal commencement of the Institutional Support for Enhanced Domestic Revenue Mobilisation and Reform Implementation Project (ISEDRMP) and the Debt and Ownership Transparency Technical Assistance Project (DOT TAP).
The ISEDRMP will enhance Liberia’s tax policies, modernize tax administration, strengthen mining sector governance, and reduce illicit financial flows—measures that will expand Liberia’s capacity to mobilize domestic resources.
The DOT-TAP will improve transparency in public debt management and bolster mechanisms for beneficial ownership disclosure, through targeted technical assistance and institutional capacity building.
The event, hosted by the Liberian Ministry of Finance and Development Planning, brought together representatives from government institutions, the African Development Bank Group, and partners involved in governance reforms.
Hon. Mamaka Bility, Minister of State without Portfolio, representing the finance minister, reaffirmed the government’s commitment to stronger institutions and better management of public resources. “The African Development Bank Group’s investment in institutional strengthening and transparency reflects confidence in our national priorities and in our collective resolve to deliver results,” she said.
Yussuf Bob Foday, Officer-in-Charge of the African Development Bank Group, Liberia Country Office, reiterated the Bank’s ongoing support for Liberia’s efforts to boost domestic revenue and build resilient public financial systems. He urged continued collaboration to advance ongoing reforms.
The Bank Group is providing $18.94 million in financing for the ISEDRMP, complemented by $2 million in kind contributions from the Government of Liberia. For the DOTTAP, the Bank will provide a $1.37 million grant, with in-kind contributions from the Government of Liberia.
Together, these projects align with Liberia’s national reform priorities, including improved revenue collection, stronger institutions, and enhanced public accountability, and underscore the African Development Bank Group’s broader commitment to supporting governance reforms and promoting inclusive, sustainable development in Liberia.
