The Liberian Registry has rolled out electronic seafarer documents and a dedicated mobile application, marking a major step in the digitalization of crew certification and compliance services.
Under the new system, seafarers serving on Liberian-flagged vessels will be able to access digital versions of key credentials – including Seaman’s Books, licences, qualifications and sea service records – directly through the newly launched SEA360 mobile app.
The electronic documents function as digital equivalents of paper certificates and feature QR codes for instant verification by port state control inspectors and designated persons ashore.
The registry has also integrated its Seafarer Electronic Application system into a wider Seafarer Portal, bringing together medical certification, training centre programmes and application processing in one platform. A new compliance engine, Crew360, adds enhanced vetting and verification checks before credentials are issued.
The significance lies in the growing push across shipping towards secure, real-time digital documentation. Paper-based certification processes have long been criticised for inefficiency, fraud risks and administrative delays, particularly for globally mobile seafarers.
By combining mobile access with QR-based verification, Liberia is aiming to streamline compliance while strengthening document integrity across its fleet.
Given Liberia’s position as the world’s largest ship registry, the move could accelerate broader industry adoption of electronic crew documentation and set a benchmark for how flag states manage seafarer records in the future.
