Liberia: LRA to Power Gambia’s Digital Tax Dashboard

The agreement, sealed by LRA Commissioner General James Dorbor Jallah and GRA Commissioner General Yankuba Darboe, establishes a framework for designing, developing, and implementing a functional dashboard prototype to strengthen The Gambia’s revenue monitoring and reporting systems.

The signing took place on the sidelines of the 8th West African Tax Administration Forum (WATAF) High-Level Policy Dialogue and the 23rd General Assembly in Accra, following a formal request from the GRA for Liberia’s technical expertise.

Under the agreement, the LRA will assist the GRA in: Assessing revenue data sources and legacy systems, identifying key performance indicators to track fiscal outcomes, designing dashboard architecture and data structures, developing prototypes and integrating systems, and building capacity through training to ensure GRA personnel can independently maintain and expand the dashboard.

The agreement also embeds safeguards for confidentiality and data security, ensuring sensitive fiscal information remains protected throughout the engagement.

The LRA currently operates an advanced online dashboard that provides real-time updates on domestic revenue performance in Liberia. This system has positioned Liberia as a pioneer in digital revenue analytics and tax administration modernization, offering valuable lessons for The Gambia’s reform drive.

Commissioner General Jallah hailed the partnership as a milestone in regional cooperation:

“Stronger collaboration among African revenue authorities creates a platform for exchanging homegrown innovations, technical expertise, and practical experience to drive tax administration modernization and enhance domestic revenue mobilization,” he said.

He reaffirmed Liberia’s commitment to sharing expertise and promoting institutional partnerships across West Africa.

GRA Commissioner General Darboe expressed gratitude for Liberia’s support, describing the LRA as a “reliable partner” and voicing confidence that the collaboration would modernize Gambia’s tax administration. He highlighted Liberia’s success in strengthening its post-clearance audit system, which has significantly boosted revenue collection.

Darboe emphasized the importance of South-South cooperation, noting that African institutions must continue exchanging expertise and homegrown solutions to tackle shared challenges.

Adding his voice, WATAF Executive Secretary Jules Tapsoba commended the initiative, urging tax authorities across the region to deepen collaboration and build strategic partnerships to advance domestic resource mobilization.

The agreement underscores the growing role of peer-to-peer technical cooperation in driving Africa’s digital transformation. By sharing innovations and building institutional capacity, revenue authorities are laying the foundation for stronger fiscal independence and sustainable development.

For Liberia, the partnership signals its emergence as a regional hub for tax modernization. For The Gambia, it marks a decisive step toward building a transparent, efficient, and accountable revenue system.

As West Africa’s tax chiefs converge in Accra, the message is clear: collaboration, innovation, and digital transformation are the new pillars of fiscal governance across the continent.
