Liberia has reaffirmed its place among the world’s foremost maritime powers with its reelection as a Category “A” member of the International Maritime Organization (IMO) Council. Securing 141 votes during the IMO’s 34th Assembly in London, Liberia will serve in the Council’s highest decision-making tier for the 2026–2027 biennium.

Category A Significance: Reserved for ten nations with the greatest stake in international shipping, Category “A” membership grants Liberia direct influence over global maritime regulations and policy.

The Commissioner and Chief Executive Officer of the Liberia Maritime Authority, Cllr. Neto Zarzar Lighe, hailed Liberia’s election to Category “A” of the International Maritime Organization (IMO) Council as a landmark achievement. “This accomplishment not only underscores Liberia’s prominent role in global shipping but also reaffirms its leadership credibility and commitment to a safe, secure, and sustainable maritime industry,” Lighe said. “Liberia has consistently demonstrated excellence as one of the world’s largest and most respected ship registries, with proactive participation in international maritime governance.”

Achievements Driving Re‑Election:

Consistent adherence to IMO conventions and maritime regulations, underscoring Liberia’s commitment to safe, secure, and environmentally responsible shipping.

A globally respected ship registry, ranked among the largest and most compliant fleets worldwide.

Active participation in key IMO committees, including the Marine Environment Protection Committee (MEPC) and the Maritime Safety Committee (MSC).

Timely settlement of IMO financial obligations, including full payment of 2025 assessments — a demonstration of fiscal discipline and institutional credibility.

Technical and diplomatic leadership in areas such as emissions reduction, digitalization, and improved safety standards at sea.

Institutional Leadership: These accomplishments are driven by the Liberia Maritime Authority (LiMA) and the Liberia Ship & Corporate Registry (LISCR), whose coordinated efforts continue to elevate Liberia’s standing in the international maritime community.

Historic Context: Liberia first secured its Category “A” seat on December 1, 2023, during the IMO’s 33rd Assembly, joining major maritime nations including China, Greece, Italy, Japan, Norway, Panama, South Korea, the UK, and the US. Its re‑election in 2025 marks a historic reaffirmation of Liberia’s global maritime leadership.

Liberia’s continued presence in the IMO Council’s most influential grouping signals international recognition of its shipping registry and strengthens its role in shaping the future of global sea transport.
