The second phase of the nationwide rollout, spearheaded by the Human Resources Division, is now underway in Grand Bassa, River Cess, Sinoe, River Gee, Maryland, Grand Kru, and Grand Gedeh Counties. The initiative is designed to sharpen employees’ capacity to fully leverage the APMS — a web-based platform that digitizes performance management — while simultaneously elevating staff morale through recognition in the Employee Spotlight Bulletin.

At its core, the APMS empowers employees and supervisors to craft work plans, establish and monitor Key Performance Indicators (KPIs), conduct reviews, and complete evaluations electronically. By digitizing these processes, the system injects transparency, efficiency, and results-driven accountability into the Authority’s operations, aligning seamlessly with its broader Corporate Strategic Plan (2025–2029).

Complementing the technical training is the Employee Spotlight Bulletin, a dynamic recognition program that celebrates staff who embody innovation, professionalism, teamwork, and commitment to LRA’s core values. By highlighting top performers, the bulletin fosters healthy competition and reinforces a culture where excellence is not only expected but rewarded.

Speaking during the training in Buchanan, Grand Bassa County, Acting Performance Management Unit Manager Emmanuel Kartoe described the initiative as an investment in the Authority’s most valuable asset — its people. “The APMS is a key tool for driving accountability and measuring results. When employees clearly understand their performance expectations and are recognized for outstanding contributions, the entire institution benefits through improved productivity, stronger teamwork, and better service delivery,” Kartoe emphasized.

Echoing this sentiment, Martor Zubah, Senior Collector at the Buchanan Tax Business Office, hailed the program as a strategic investment in professional development and institutional effectiveness. He noted that the initiative strengthens both individual and departmental performance, ensuring that the Authority remains a model of efficiency and service delivery.

Adding weight to the expansion, Commissioner General James Dorbor Jallah reaffirmed management’s full support for the APMS, declaring that the system will serve as a cornerstone for recognizing and rewarding top-performing employees across the institution.
