In a strongly worded statement, LACRA condemned the report as “reckless, unverified, and calculated,” accusing its authors of weaponizing misinformation to erode public confidence in a critical national institution. The Authority insists the allegations are not only baseless but deliberately timed to undermine its intensified enforcement against entrenched smuggling networks.

“This is a familiar tactic,” the statement read. “When vested interests accustomed to weak oversight are confronted with uncompromising governance, they resort to distortion and anonymous claims.”

LACRA is currently rolling out one of the most ambitious reform agendas in its history—structural, systemic, and transformative. The program targets inefficiencies and illicit practices that have long crippled Liberia’s commodity value chains, particularly cocoa, coffee, and oil palm.

Key measures include: Strengthening compliance systems, deploying digital traceability mechanisms, and enforcing standards aligned with international market requirements, including the European Union Deforestation Regulation (EUDR).

At the heart of these reforms is a fierce crackdown on commodity smuggling, especially in the cocoa sector. For years, smuggling networks siphoned national revenue, distorted market prices, and tarnished Liberia’s credibility abroad. Recent enforcement actions have disrupted these operations, yielding measurable results—but also provoking backlash.

LACRA argues the timing and tone of the allegations are no coincidence. “This publication is part of a broader retaliation against anti-smuggling enforcement,” the Authority declared, noting that individuals and networks affected by its crackdown are actively seeking to destabilize leadership through reputational attacks.

The Authority stressed that all administrative and personnel decisions are conducted within established institutional procedures, subject to internal controls and oversight by the Board of Directors. Assertions to the contrary, it said, reflect either ignorance of governance processes or deliberate misrepresentation.

LACRA rejected attempts to personalize governance decisions or reduce complex reforms into simplistic narratives. “Such portrayals are inaccurate and undermine the seriousness of the work being undertaken to reposition LACRA as a modern, credible, and effective regulatory body,” the statement emphasized.

The Authority underscored that credible allegations of misconduct must be pursued through lawful channels—administrative reviews, audits, and competent investigative bodies. While committed to transparency and accountability, LACRA vowed to resist efforts to weaponize public discourse with unverified claims.

Despite the attacks, LACRA’s Board and Management remain united. The Authority pledged to intensify enforcement, deepen collaboration with national and international partners, and accelerate systems designed to safeguard Liberia’s commodity trade.

“LACRA will not be distracted, intimidated, or derailed,” the statement declared. “We will continue restoring discipline, accountability, and professionalism within the sector.”

The Authority urged the public, stakeholders, and development partners to recognize the broader context. Liberia, it said, stands at a critical juncture where strengthening regulatory institutions is essential to securing market access, protecting national revenue, and ensuring long-term sustainability.

“Attempts to undermine these efforts through coordinated smear campaigns must be firmly rejected,” LACRA warned.

Reaffirming its mandate, LACRA pledged unwavering commitment to integrity, accountability, and service to the Liberian people. “We will continue to act decisively in the national interest, regardless of resistance from those who thrive on disorder, opacity, and regulatory weakness,” the Authority concluded.
