President Joseph Boakai has unveiled the Liberia Digital Village Program in Foya City, marking a decisive step toward bridging the country’s digital divide and advancing inclusive development under the ARREST Agenda.
Themed “Connecting for a Brighter Future,” the initiative brings internet access, solar-powered electricity, and smart education systems to underserved communities in Foya District.
It is delivered through a partnership between the Ministry of Posts and Telecommunications, the Liberia Telecommunications Authority, and Huawei Technologies.
Speaking at the ceremony on May 23, President Boakai said technology must reach every Liberian, not only those in urban centers. He described the program as a practical investment opportunity that would unlock progress in education, healthcare, agriculture, and small business across rural Liberia.

The Foya Digital Village is anchored by a solar mini-grid powering 50 households, a school, and a community clinic. Combined with expanded mobile and internet connectivity, the project is expected to benefit more than 50,000 residents while creating jobs during implementation and operation.
President Boakai commended Minister Sekou Kromah, the Ministry of Posts and Telecommunications, and the Liberia Telecommunications Authority for driving the nation’s digital transformation agenda.
He also expressed gratitude to the People’s Republic of China for its longstanding partnership and continued support to Liberia’s national development priorities, while reaffirming Liberia’s adherence to the One-China Policy.
Huawei representatives described the model as a replicable approach to rural development, integrating renewable energy, connectivity, and digital learning to raise living standards. Educational and sports materials were donated to nearby schools as part of the community outreach.
During the ceremony, former Liberia Telecommunications Authority Chairman Abdullah L. Kamara, Huawei executives, and Chinese Ambassador Yin Chengwu were recognized for their contributions to the project.
The Government plans to expand the Digital Village Program to additional counties, aiming to accelerate digital transformation and ensure that technology-driven opportunities reach communities across the country.
