Liberia: Deputy Police Boss Indicted in US$88,000 Scandal

Former Liberia National Police (LNP) Deputy Commissioner for Training and Manpower Development, Saymor K. Mulbah, has been formally charged with Theft of Property by Deception and Criminal Conspiracy after investigators accused him of orchestrating an elaborate procurement scam that defrauded a Lebanese businessman of more than US$88,000 in cash and goods.

According to a police charge sheet dated September 29, 2026, businessman Khalil Ibrahim Fawaz allegedly handed over the money between November 2025 and June 2026 after Mulbah promised lucrative contracts to supply food, feeding materials, and security training equipment to the LNP Training Academy.

Investigators say Mulbah operated through a WhatsApp account bearing his photo and the title “A2 Project Officer”, convincing Fawaz that he was authorized to manage the purported project. He allegedly claimed the contracts were backed by a United Nations donor program and even sent fabricated donor communications to bolster the deception.

Police allege that much of the money was funneled through two mobile-money accounts — 0888108822 and 0777046513 — registered to Mulbah, while additional payments were delivered in cash. Mulbah also reportedly introduced Lomax Geelor, presented as a UNDP representative overseeing the contract. Geelor remains at large.

The investigation cites statements from mobile-money bureau operators and corroborating records from Lonestar and Orange, which allegedly confirm transactions linked to Mulbah’s accounts.

Mulbah was arrested on September 26, 2026, after initially evading police summons in August, claiming he was hospitalized in Bopolu. Authorities further revealed that Mulbah had previously been dismissed from the LNP following a Professional Standards Division probe that found him liable for misconduct and criminality.

The case has sparked public concern over integrity within the police force, raising questions about internal oversight and accountability. As Mulbah awaits trial, investigators continue to pursue Geelor and trace the full extent of the alleged fraud.
